The permit rule is stricter than most of Tarrant County

Fort Worth does not treat foundation repair as maintenance. The city's residential permitting page states that "all foundation repairs or new foundations for residential structures require building permits and engineered building plans" (City of Fort Worth Development Services). Both halves matter: the engineered plan is not optional paperwork a contractor can skip on a small four-pier job, and an engineer's involvement is a licensed act — Texas licenses structural engineers, but it does not license foundation repair as a trade, so the engineer's seal is the only credential in the transaction that a state board stands behind.

No foundation-repair line item appears in the city's development fees schedule (Fort Worth development fees), so the permit cost for a specific job has to be confirmed with Development Services rather than read off a published table.

Four soil regions inside one city

Fort Worth is unusual because the published county survey splits Tarrant County into four land resource areas: "the West Cross Timbers, Grand Prairie, East Cross Timbers, and Blackland Prairie Resource Areas." The East Cross Timbers area "is on the Woodbine outcrop and typically is low hills, reddish sandy soils," while the Blackland Prairie area "is an outcrop of Eagle Ford Shale… The soils are highly plastic" (Soil Survey of Tarrant County). Two houses on opposite sides of Fort Worth can therefore sit on genuinely different problems, and a repair method that suits one may be wrong for the other.

The survey's typical pedons — the described reference profiles — include four inside Fort Worth city limits: Birome at I-35W and South Loop 820, Bolar at West Loop 820 and I-20, Branyon at North Loop 820 and I-35W, sampled "at the center of a microdepression," and Frio on the Clear Fork flood plain (same survey). At county scale the largest mapped general units are Crosstell-Gasil-Rader (23%), Sanger-Purves-Slidell (21%), Aledo-Bolar-Sanger (20%) and Houston Black-Navo-Heiden (12%) (same survey).

What the local geotechnical record actually says

Two site investigations in Fort Worth put numbers on the risk. A downtown site at Belknap, Jones, Weatherford and Calhoun "is located within the Fort Worth Limestone/ Duck Creek formation (undivided)," and "the clays of this formation can exhibit high shrink or swell potential with variations in moisture content," with fat clay (CH) at the surface over weathered limestone at two to ten feet (Tarrant County geotechnical report). In north Fort Worth near Alliance, a report hosted by the city found "native fat and lean clay soils," residual clays "moderately to highly plastic," and concluded the near-surface soils "have very high potential for post-construction vertical movement with changes in soil moisture content," adding that "soils with a PI above about 30 to 35 are considered to be highly active" (Alliance-area geotechnical report). For reference, the Tarrant survey's engineering tables give Houston Black, Heiden, Ferris and Slidell a plasticity index of 28–42, Sanger 20–36 and Silawa only 4–14, and Texas Section ASCE treats a weighted plasticity index above 15 as expansive clay (Texas Section ASCE).

Housing vintage and what it implies

The city's comprehensive plan states that "close to 32 percent of the city's housing was built prior to 1969," and that "most structures begin to need significant repairs 30 years after construction" (Fort Worth Housing chapter). Roughly a third of the stock therefore predates the modern engineered-slab era. As a rule of vintage rather than a measured split, homes built before 1965 are commonly pier and beam and homes built after 1970 are almost all slab; no published figure exists for the actual slab-versus-pier-and-beam share of Fort Worth's existing housing.

Watering rules that name foundations

Fort Worth's year-round rules allow twice-weekly irrigation with assigned days — Monday no watering, Tuesday and Friday for non-residential sites, Wednesday and Saturday for even addresses, Thursday and Sunday for odd — and prohibit sprinkler or irrigation-system use between 10 a.m. and 6 p.m. Watering by hand-held hose "is allowed at any time," and the city states that "the intent of drip irrigation is to allow for the protection of structural foundations, trees, and other high-value landscape materials" (Fort Worth Water). That is the practical route to keeping perimeter moisture steady in August without violating the ordinance.
