Eastern Tarrant County's soil survey happens to use Arlington twice, and the two sample sites are about as different as North Texas soils get. The Gasil typical pedon — a sandy East Cross Timbers soil formed on the Woodbine outcrop — was described "from the intersection of Interstate Highway 20 and U.S. Highway 287 in the town of Arlington." The Heiden typical pedon, an expansive Blackland Prairie clay, was described "from the intersection of Interstate Highway 20 and Farm Road 157 in the town of Arlington… in a field midway between the center of a microknoll and the center of a microdepression" (Soil Survey of Tarrant County).
Two soils, two different failure modes
Gasil's subsoil runs only 15–35 percent clay (USDA series description, Gasil). Heiden is 40–60 percent clay with "high shrink-swell potential" (USDA series description, Heiden), and the Tarrant survey's engineering tables give it a plasticity index of 28–42 with a very high shrink-swell rating (Soil Survey of Tarrant County). Texas Section ASCE defines expansive clay as soil with a weighted plasticity index greater than 15, and says sites with soil movement potential over one inch "should have special design considerations such as strengthened sections, revised footprint, site soil treatment, or structurally suspended foundation" (Texas Section ASCE). Heiden clears that bar by a wide margin; Gasil does not.
The practical consequence is that an Arlington homeowner cannot assume the standard local diagnosis applies. On the clay side of the contact, seasonal edge lift and centre settlement driven by moisture change are the expected story. On the sandy side, movement is more likely to be about drainage, erosion or poor fill than about swell pressure — and a repair priced as if it were a Heiden job may be solving the wrong problem. An engineer's elevation survey, not a contractor's walkthrough, is what separates the two.
The permit rule, and it is a real one
Arlington has required this since a fixed date. The city's technical bulletin states: "Effective November 1, 2011, a building permit is required to perform structural repairs for residential or commercial foundations. The specific work type for either the residential or the commercial permit is a 'Remodel/Alteration/Repair' permit." The contractor "must be registered with the City of Arlington," and the submittal must include "two (2) sets of plans sealed by a Professional Engineer licensed to practice in the State of Texas," indicating "the location, size and number of piers and/or other required repairs," a "plan showing elevation corrections/adjustments," and the "location of any sump pumps installed under slab/foundation." At final inspection the city wants "a letter from the original foundation repair design engineer… verifying that the foundation repair work complies with the engineer's design" (Arlington technical bulletin).
Fees are not a flat figure: "permit fees for Foundation Repairs are based on the construction valuation of the job," calculated through the city's fee calculator (same bulletin). A city fee-change document does list "Foundation repair | Residential Construction | $150 → $200 (proposed)" (Arlington proposed fee changes) — that is a proposal, and the bulletin's valuation basis is the published rule. The same bulletin also restricts outdoor construction activity within 300 feet of residential property to daytime hours, which affects scheduling on a tunneled or interior-pier job.
Housing age
Arlington's fair housing analysis puts the "median build year for Arlington single-family homes as 1984," with "nearly 2/3" built before 1980 and the peak decade 1980–89 at 28.0 percent, followed by 1970–79 at 20.5 percent and 1990–99 at 15.8 percent (Arlington Analysis of Impediments). By the vintage rule — homes built before 1965 commonly pier and beam, homes after 1970 almost all slab — an Arlington median of 1984 means most of the stock is slab, built before post-tensioned design became routine, and now four decades into its moisture-cycling history. No published figure exists for the city's actual slab versus pier-and-beam split.
Drought and the 10-to-6 rule
Arlington is the outlier on watering days: "watering in Arlington isn't restricted by days of the week," though the ordinance "does prohibit using your sprinkler system from 10 a.m. to 6 p.m. daily" (Arlington Water).
