Read the wording: the work must be designed by a state-licensed engineer, not merely inspected by one or warranted by a contractor. Texas licenses engineers and does not license foundation repair as a trade, so this rule puts the design decision — how many piers, where, to what depth, to what target elevations — with the only party whose licence is at risk. A proposal here that is just a pier count and a price is not a design.
