The permit is mandatory, cheap, and gated on an engineer

Denton's rule is short: "all foundation repairs require a permit." The submittal is a residential application plus a "foundation repair letter and plan signed and sealed by Texas registered engineer," filed "electronically online through eTRAKiT or delivered in person to the Development Services Center at 401 N Elm Street." Before the final inspection the applicant must "upload final engineered seal report to eTRAKiT." The fee is $100 (City of Denton — Foundation Repair).

That structure is worth reading carefully. The engineer signs at the front end and again at the end, so the design and the as-built are both attributable to a licensed professional. Texas licenses engineers; it does not license foundation repair as a trade. In Denton the engineer's seal is therefore the only state-backed credential in the file, and a proposal that arrives without one cannot legally be permitted.

Six of the survey's typical pedons were described in or immediately around the city itself: Callisburg fine sandy loam and Lewisville clay loam near Loop 288 and US 380, Justin fine sandy loam on the north side of town, Ponder loam and Sanger clay near the I-35E/I-35W split, and Silstid loamy fine sand on US 377 east of Denton (same survey). Sanger's type location is in Denton County, and the series has "high shrink-swell potential… 40 to 60 percent clay" (USDA series description, Sanger) with a plasticity index of 20–36 in the neighbouring county's engineering tables (Soil Survey of Tarrant County). The survey is blunt about the consequences. Of the Sanger and Slidell units it says: "The soils in this unit have low potential for urban land. Low strength, very slow permeability, corrosivity, and high shrink-swell properties are the main limitations." And, as a general test: "Soils likely to swell and shrink enough to damage foundations are those that have a high liquid limit and high plasticity index, or those soils classified as CH in the Unified System of Classification" (Soil Survey of Denton County).

Bedrock as well as clay

A city project at West Oak and North Bonnie Brae was found to be "in an area characterized by soil and bedrock strata associated with the undivided Grayson Marl and Main Street Limestone Formation," with "interbedded lean and fat clay soils… encountered," and the report concluded that "the soils have the potential for significant post-construction vertical movement with changes in soil moisture content" (City of Denton geotechnical report). Interbedded lean and fat clay over shallow limestone is the practical reason pier depths vary so much within short distances here: a pier has to reach something that does not move, and how far down that is changes from lot to lot.

The watering exemption is the most useful thing on this page

Denton limits customers to "water no more than twice a week" — even addresses Tuesday and Saturday, odd Wednesday and Sunday, commercial Monday and Thursday — and requires watering "between the hours of 6 p.m. and 10 a.m." From June 1 to September 30, "watering outside these times is prohibited, except for hand-watering and the use of soaker hoses for foundations" (City of Denton).

That exemption is written into the ordinance and is unusual among DFW cities. Keeping soil moisture stable around the perimeter is the one maintenance action a homeowner can take that directly addresses shrink-swell movement, and Denton has explicitly carved out room for it during the months when the clay is drying hardest.
