Garland is the only city in this group that ties its foundation permit to a dollar threshold: "Permits are required any time the value of the repairs are $2,000 or more," at a "Permit cost: $45 ($30 plus a $15 processing fee)" (City of Garland — Foundation Repair).

The $2,000 threshold is lower than it sounds

Published DFW pier prices make the threshold easy to cross. Pressed concrete piers run about $300 to $700 each installed in North Texas, and a typical job uses 8 to 12 of them (The North Texas Home Guide). At those prices, three to six piers reaches $2,000. Practically any underpinning job in Garland is a permitted job; the exemption is realistically limited to very small work.

Above $2,000, Garland asks for engineering on both ends: "An engineer's letter must accompany the permit application, outlining the planned repairs. Along with a stamped pier diagram and a foundation and elevation assessment plan," and afterwards, "the foundation repair company must provide the engineer final report stating that the repairs were completed according to their specifications via email" (City of Garland — Foundation Repair).

A stamped pier diagram and an elevation assessment plan mean the pier layout and target elevations are documented by a licensed engineer before work starts, and the final report certifies against that document. A Garland proposal with no named engineer, no pier diagram and no elevation baseline cannot produce that paperwork. Texas licenses engineers; it does not license foundation repair as a trade, so this is the accountability mechanism the city actually relies on.

An older stock than its neighbours

Garland's median year built is 1978 — the oldest median among the Dallas-side cities covered here apart from Dallas itself. Some 27.2 percent of units were built in the 1970s and 27.3 percent before 1970, with the 1980s adding 20.2 percent of 84,954 units (ACS 2019–2023, Garland).

The vintage rule applies with a caveat that is specific to this profile. Pre-1965 houses are commonly pier and beam; post-1970 houses are almost all slab. A 1978 median puts the bulk of Garland's stock on slabs built before post-tensioned residential design became routine in this market, and now roughly five decades into their moisture history — while the pre-1970 quarter is old enough to include pier-and-beam construction. Garland's own inspection checklist page does not name foundation types (City of Garland — Inspection Checklist), and no published figure gives the city's actual split. The age of the house is the first thing to establish.

A third Houston Black, and a large minority that is not

About 32.1 percent of Garland's area is Houston Black, most of it in the single map unit "Houston Black-Urban land complex, 0 to 4 percent slopes" at roughly 25.2 percent (USDA Soil Data Access). That is the region's reference clay: plasticity index 32 to 78, representative near 46.7, linear extensibility to 17 percent, and an official description recording dry-season "cracks that are 1.3 to 10 cm (1/2 to 4 in) wide at 30 cm (12 in) depths" (SSURGO; USDA series description, Houston Black).

The rest of Garland is a different story. Dalco is the second series at about 11.7 percent, and it is far milder — PI 23 to 49 with linear extensibility around 7.5 percent, under half of Houston Black's. Frio follows at 8.0 percent, largely as "Frio silty clay, 0 to 1 percent slopes, frequently flooded," with Lewisville at 7.8 percent and Branyon at 6.0 percent (USDA Soil Data Access).

Those three groups imply three different investigations. On the Houston Black urban-land complex, seasonal moisture change at the perimeter is the default suspect. On the Dalco share, a slab that is moving is more likely reacting to drainage, fill or a plumbing leak than to swell pressure. On the frequently flooded Frio bottomland, the water table and flood history are the site conditions worth documenting.

Watering is mandatory, and hand watering is not restricted

Garland's schedule is not advisory: "As outlined in the Water Conservation Plan, all Garland water utility customers must follow the below outlined seasonal water use schedule." From April 1 to October 31, "Customers may water twice per week when using an in-ground sprinkler system"; from November 1 to March 31, once per week. "Outdoor irrigation between the hours of 10 a.m. and 6 p.m. is prohibited," and "No outdoor watering is allowed during a rain event" (City of Garland — Water Utilities).

The exception is the part to plan around: "Watering with a hand-held device, soaker hose or drip irrigation is allowed any time on any day as long as excessive runoff does not occur" (same page). Under a once-a-week winter sprinkler cap, on clay that cracks four inches wide when dry, a soaker hose is the compliant way to keep perimeter moisture from swinging.
