McKinney writes the widest definition of foundation repair in this group, and it is the definition, not the fee, that catches people out: "Foundation repairs are defined as any leveling, replacement of piers, footings, shimming, or replacement of any part of the floor system. Any of these repairs will require a permit," and the city adds that this applies "to both slab-on-grade and pier & beam foundations alike" (McKinney foundation repair guidelines). Shimming a pier-and-beam floor is a modest job that many homeowners would not think of as permitted work. In McKinney it is.

Engineer first, permit second

The sequence is explicit. "To obtain the permit you must first submit an engineer's letter and drawing(s) detailing the location of the area(s) affected, and if any affected plumbing systems will require testing (water, sewer, and/ or gas)," submitted through the city's CSS portal, and the file closes only when the applicant uploads "the Final Engineer's Report" to that permit (McKinney foundation repair guidelines). Two things follow. A bid in McKinney that does not include an engineer is incomplete on its face, because there is no route to a permit without one — and Texas licenses engineers, while it licenses no foundation repair trade, so the engineer's seal is the credential doing the work. And the guidelines usefully narrow scope: "These requirements pertain only to the sections of the foundation that you repair. Existing 'un-touched' piers, beams, and floor systems do not have to meet these requirements." A permit for four piers under one corner does not drag the rest of the house into compliance.

A meaningful slice of McKinney therefore sits on ground with under half the swell capacity of the city's dominant clay.

The Austin mapping here has a second wrinkle. Its largest McKinney unit is "Austin silty clay, 2 to 5 percent slopes, moderately eroded" at about 11.4 percent of city area (USDA Soil Data Access). Slope and erosion push the conversation toward surface water — where roof and lot drainage goes — rather than toward swell pressure.
