Irving breaks the pattern that holds across the rest of the Dallas side of the metroplex. Houston Black, the series that dominates Plano, Allen and Richardson, covers only about 9.6 percent of Irving's area. The city's leading series are Heiden at roughly 19.5 percent, Rader at 10.5 percent, then Houston Black, Ferris at 9.3 percent and Trinity at 8.6 percent, and the single largest map unit is "Ferris-Heiden complex, 5 to 12 percent slopes" at about 15.6 percent of the city (USDA Soil Data Access).

Slope plus the highest-plasticity clay in the region

That leading map unit is a different problem from a flat Blackland Prairie lot. Ferris is a Chromic Udic Haplustert with "High shrink-swell potential" (USDA series description, Ferris), measured at plasticity index 35 to 75 — the highest range of any series mapped in these cities — with linear extensibility up to 17 percent. Heiden runs PI 30 to 55 at the same 17 percent, and its official description records dry-season "cracks that are 1 to 8 cm (0.5 to 3 in) wide at a depth of 30 cm (12 in) or more" (SSURGO; USDA series description, Heiden).

Put high-plasticity clay on a 5 to 12 percent grade and two mechanisms stack. Seasonal swell and shrink act vertically; grade adds downhill creep and concentrates surface runoff against whatever is uphill of the house. A repair scoped only as lift-and-underpin can leave the water path untouched. A DFW contractor publishes $1,500 to $8,000 for drainage correction carried out alongside foundation repair (Level Home Foundation Repair) — on a sloped Ferris-Heiden lot that line is often not optional.

Irving also has genuinely calmer ground. Rader, its second-largest series and the "Rader-Urban land complex, 0 to 2 percent slopes" map unit at about 10.5 percent of the city, carries PI 3 to 38 with linear extensibility around 7.5 percent, and Axtell adds another 6.4 percent of sandier soil (USDA Soil Data Access). Within one city the expected failure mode changes, which is the strongest argument in Irving for a lot-specific soil determination rather than a city-level rule of thumb.

Las Colinas is the one named locale

Published, quotable movement reporting in Irving points to a single area. A survey of local soil conditions quotes an engineer directly: "In Las Colinas, we've seen buildings with 10 inches of movement," Mr. Haneefuddin said. "That's a bad area." The same report describes a bridge at "Gateway Drive, south of State Highway 114" where "the concrete structures shifted an inch after heavy bridge beams were set," with "Shifting soil and an inadequate foundation" blamed (Dallas Morning News report reproduced at TexasFreeway).

Neither figure is evidence about any particular house. What they establish is that the movement here is large enough to have been measured and reported on engineered structures, which makes an elevation survey the reasonable first step on a house showing symptoms rather than a diagnostic upsell.

The permit fee is published per building

Irving lists foundation repair among the permits it issues: "Foundation Repair - Required when doing foundation repairs" (City of Irving — Fees and Forms). The city's consolidated fee schedule prices it per building rather than per pier or by job value: $125 per building, with residential single-family on a single lot at $160 (City of Irving — Rates and Fees).

Per-building pricing is unusual and worth reading carefully — the cost does not scale with the size of the repair, so a four-pier corner job and a full perimeter job carry the same city fee. No Irving page reviewed here states an engineer's letter or sealed-plan requirement for foundation repair. That is what the city has published, not a recommendation: Texas licenses structural engineers and does not license foundation repair as a trade, so in a city with no seal requirement the homeowner is the only party with a reason to commission independent engineering.

Housing vintage, and a winter watering rule that stands out

Irving's median year built is 1986, with 24.4 percent of units built before 1970 and 22.1 percent in the 1980s (ACS 2019–2023, Irving).
