Foundation repair in North Richland Hills, Texas

The engineer requirement is absolute
North Richland Hills states it in one sentence: "A Texas Licensed Engineer sealed design and inspection letter is required for all foundation repair projects." More broadly, "a building permit is required for most construction, remodeling, and alteration work within the city," submittals must include "engineered foundation plans to include location of piers and/or footings," and the inspection sequence ends with "Foundation Final (Required) must submit final engineer inspection letter" (NRH Permit Information).
There is also a form most cities do not publish: a Foundation Open Pier Inspection Waiver Letter, signed by a city inspector or by the foundation company's Texas professional engineer, filed with foundation repair plans (NRH Foundation Open Pier Inspection Waiver Letter). Its existence tells a homeowner something concrete: the default expectation is that piers are looked at while the holes are still open.
On fees, the city's inspection fee schedule lists foundation repair with commercial work referred to Table 1 and "1 and 2-family dwellings" referred to Table 1 "not to exceed $100.00" (NRH Inspection Fee Schedule, linked from the Fee Schedule page). A residential foundation repair permit here is therefore valuation-driven with a $100 ceiling.
The city's code amendments reach further: "Every foundation and/or footing, or any size addition to an existing post-tension foundation, regulated by this code shall be designed and sealed by a Texas-registered engineer" (NRH Ordinance No. 3947). "Any size addition" leaves no small-job exception. Texas licenses engineers but does not license foundation repair as a trade, so here the seal is the requirement and a contractor's warranty is a separate, private matter.
Sandy Woodbine soils, not Blackland clay
The published Tarrant County soil survey does not name North Richland Hills, so no series can honestly be attributed to the city itself. What can be described is the mapped unit it falls within. Northeastern Tarrant County (Texas Almanac) lies in the survey's East Cross Timbers area, which "is on the Woodbine outcrop and typically is low hills, reddish sandy soils." The survey adds that in the Woodbine Formation of the east and east-central county, "soils that formed in this material are the Aubrey, Birome, Crosstell, Gasil, Rader, and Silstid soils," and that the general soil map unit Crosstell-Gasil-Rader is the county's largest at 23 percent. The nearest described Crosstell pedon is in adjoining Hurst, "from the intersection of Northeast Loop 820 and Airport Freeway 121A… in a wooded pasture" (Soil Survey of Tarrant County).
This is the part most often got wrong locally, because the standard DFW story is Blackland Prairie clay. Crosstell is not that. It has "high shrink-swell in the Bt horizons and cracks when dry" and belongs to the East Cross Timbers land resource area (USDA series description, Crosstell), and the Tarrant engineering tables rate it high shrink-swell with a plasticity index of 15–25 (Soil Survey of Tarrant County). For comparison the same tables put Houston Black, Heiden and Ferris at 28–42.
Texas Section ASCE's line for calling a soil expansive is a weighted plasticity index above 15 (Texas Section ASCE). Crosstell straddles that line — it clears it, but only just at the low end of its range, and never approaches Blackland numbers. The mechanical difference is that the movement lives in a subsoil clay horizon beneath a sandier surface, so behaviour is driven as much by water reaching the Bt horizon as by drought at the surface. Tarrant County spans four land resource areas, and a city on the Woodbine outcrop genuinely behaves differently from one on the Eagle Ford Shale a few miles south.
Housing age
The city's long-range plan states that "roughly 45% of existing single-family houses in North Richland Hills are 40 years of age or older," with its corridors developed between 1960 and 1990 (NRH Vision2030 Land Use Plan). Population went from about 7,000 in 1958 to 15,735 in 1970, 38,959 in 1990 and 55,635 in 2000 (Texas Almanac).
By the vintage rule alone — pre-1965 homes commonly pier and beam, post-1970 homes almost all slab — the small pre-1965 core is where pier and beam is plausible and the bulk of the city, built from the late 1960s onward, is slab. No slab versus pier-and-beam percentage is published for the city.
Watering rules
North Richland Hills allows a maximum of twice-weekly watering, with no watering between 10 a.m. and 6 p.m. or while it is raining: Monday no watering, Tuesday and Friday for non-residential sites, Wednesday and Saturday for even addresses, Thursday and Sunday for odd. The city also notes that "should lake levels reach 75% of capacity, Stage 1 of the Drought Contingency Plan will be triggered" (NRH Water Conservation). That trigger is worth watching: a mid-summer tightening is exactly when moisture around a perimeter beam starts to swing.
